Belarus Hi-Tech Park


On September 22, 2005 the President of Belarus signed the Decree “On the Hi-Tech Park”. The Decree is aimed at boosting the competitive power of the national new and high technology-based sectors, developing modern technologies and expanding their exports, as well as attracting to the sector both Belarusian and foreign technologies. Moreover, the HTP is called to master business and social conditions to conduct developments of up-to-date technologies and increase export volumes, and also attract local and foreign investment in the field.

The main activity of the Park is aimed to develop software, information-communication and other innovative technologies encouraging enhancement of the national economy competitive power.

Residents of Hi-Tech Park are exempt from the following dues and taxes:

• Dues and taxes to the state budget and non-budgetary funds;
• Income tax;
• Value added tax;
• Customs dues and VAT when the residents import hardware, firmware necessary for their activities in the Hi-Tech Park
• For foreign legal entities without a permanent Belarusian representative office the rate of income tax on the dividends, debts, royalty and licenses paid by the residents of Hi-Tech Park is 5% in case no other, more beneficial privileges are stipulated by international agreements of the Republic of Belarus;
• Individual income tax for Hi-Tech Park residents' employees has a fixed rate of 9% from the salary received.
The ability to register as a resident of the HTP belongs to legal entities and sole traders from Belarus performing analysis, developing design and software for information systems, carrying out activity for data processing, conducting fundamental and applied researches, exploratory developments in the field of natural and engineering sciences and planning to implement the results of such researches and developments.

HTP’s first resident companies were registered in June 2006. As of May 1, 2009, the HTP had 61 resident companies and five projects in new and high technology launched. Around a half of the HTP resident companies are founded by foreign investors.

Within 2005-2008 the software export of the HTP resident companies doubled every year on average. For the three years of the HTP existence, the export has surged almost ten times.

Export accounts for 87% of the total production. Among the users of Belarusian software created by the HTP resident companies are the world famous corporations such  as Peugeot, Mitsubishi, British Petroleum, Gazprom, Reuters, British Telecom, London Stock Exchange, World Bank, Coca-Cola and others.
