Belarus extends export licences for hardwood timber exports for 6 months

MINSK - Belarus has reintroduced for six months (starting May 2019) export licences for hardwood timber supplies (oak and ashwood) to countries outside the Eurasian Economic Union.

The document refers to hardwood materials classified with the following EEU FEACN Codes: 4407 91 150 0, 4407 91 310 0, 4407 91 390 0, 4407 91 900 0, 4407 93 100 0, 4407 93 910 0, 4407 93 990 0, 4407 95 100 0, 4407 95 910 0, 4407 95 990 0, 4407 99 100 0, 4407 99 400 0, 4407 99 900 9, 4409 29 920 0.

Inspired by Belarus’ timber and paper industries concern Bellesbumprom, the move is intended to facilitate stable supply of hardwood materials for Belarusian woodworking companies and furniture manufacturers.

The new timber export regulations were initially introduced as a temporary measure intended to protect domestic manufacturers with an extensive depth of wood processing and prevent a deficit of hardwood timber materials on the home market. 

As previously reported, Belarus introduced export licences for hardwood timber supplies (oak and ashwood) to countries outside the Eurasian Economic Union in Nov 2016 for a six-month period and has been extending the practice every six months.

Belarus’ has a limited supply of hardwood timber at 34,000-43,000 cubic metres per year. Bellesbumprom companies can process around 60,000 cubic metres of hardwood per year, another 45,000 cubic metres can be covered by private companies.

The export restriction is indented to prevent the deficit of hardwood timber in Belarus.
