Contest due in Belarus till July 1 to choose investor for establishing container deposit system

MINSK - Belarus is due to hold a contest till July 1, 2019 to choose an investor for establishing a container deposit system in the country, in accordance with the Belarusian government’s resolution #239 of Apr 12, 2019.

The document was made public on Apr 16.

Introducing a deposit-based container recycling system is one of the modules of Belarus’ National Strategy (2017-2035) for recycling solid municipal wastes and recyclable materials.

As previously reported, the cost of introducing a container deposit system in Belarus for collecting and recycling tin cans, PET bottles and glass bottles has been estimated at €90 million, which covers the cost of procuring stations for collecting and sorting such containers.

In Oct 2018 the National Agency for Investment and Privatization (NAIP) and Remondis Ltd., an international provider of waste disposal, waste management and trade bin collection solutions, signed a memorandum of intent to create a container deposit system in Belarus for collecting consumer packaging materials. Belarus has scheduled the implementation of the container deposit system for 2021.

Minsk City Administration and the Ministry of Energy are supposed to run an international contest in 2019 to choose an investor for building and operating a Minsk-based waste recycling plant, which should be integrated into the city’s district heating system and the electric power supply system.

In 2019 Belarus is supposed to decide on the tariffs on sorting solid municipal waste.

By July 1, 2019 Belarus is supposed to develop a draft concept for sorting and recycling solid municipal waste and choose landfill sites.

In 2019 Belarus is supposed to develop a draft strategy for phasing down the use of plastic packaging, which should be replaced with a more environmentally friendly alternative, including glass and paper.
