Bilateral cooperation of the Republic of Belarus with Singapore

Political relations

Diplomatic relations between the two countries established on August 12, 1992. Ambassador of the Republic of Belarus to the Republic of Singapore (concurrently) from September 2017 - V.G. Kolesnik (predecessor - V.N. Lopato-Zagorsky). The Ambassador of Singapore to the Republic of Belarus is not accredited.

On March 20-22, 2013, a state delegation led by the President of the Republic of Belarus A.G. Lukashenko paid a visit to the Republic of Singapore - the first high-level visit in the history of bilateral relations. The Head of State held meetings with President of Singapore Tony Tan and Prime Minister of Singapore Lee Hsien Long. Following the visit, the President and the Prime Minister of Singapore were invited by the Head of State to visit the Republic of Belarus.

In 1996 - 2019, Singapore was visited by Deputy Minister of Foreign Affairs of the Republic of Belarus Aleinik S.F., Deputy Minister of Taxes and Duties Selitskaya E.A., Deputy Minister of Economics Golukhov D.V., First Deputy Minister of Finance Amarin V.V., Director of the High-Tech Park V.V. Tsepkalo, First Deputy Minister of Communications and Informatization D.G. Shedko, Minister of Finance M.L. Yermolovich, Deputy Chairman of the National Bank Kalechits S.V., Minister of Justice O.L. Slizhevsky and the Head of the administration of the Sino-Belarusian Industrial Park "Great Stone" Yaroshenko A.G.

In 2011 and 2016 in New York, meetings of the Foreign Ministers of Belarus and Singapore took place.

On March 3–5, 2016, in order to preliminarily study the possibility of concluding a free trade agreement between the EAEU, its member states and Singapore, Belarus was visited by a delegation of the Ministry of Trade and Industry of Singapore led by the second director of the transitional economies department, Tun Joon Wong.

On April 17–19, 2016, the Singapore delegation led by the State Minister of Trade and industry of Singapore Ko Po Koon paid a visit to Belarus . Meetings were held with First Deputy Prime Minister V. Matyushevsky, as well as ministers of foreign affairs, industry, deputy Minister of Economics, the administration of the HTP.

On October 29–31, 2017, Deputy Minister of Foreign Affairs of the Republic of Singapore P. Tan visited Belarus. The first political consultations were held between the foreign ministries of the two countries.

On November 13-14, 2017, a visit was organized to Singapore by a delegation led by First Deputy Prime Minister of the Republic of Belarus V. Matyushevsky. Meetings were held with the leadership of the Government of Singapore, the Belarusian-Asian Investment Forum “Belarus Calling Asia” took place.

On June 3-5, 2019 was the visit of the Senior State Minister of Trade and Industry of Singapore Ko Po Koon to the Republic of Belarus. Meetings were held with the First Deputy Prime Minister of the Republic of Belarus A. Turchin, the Minister of Industry P. Utyupin, the Deputy Minister of Foreign Affairs of the Republic of Belarus A.V. Dapkyunas. In the framework of the meeting with the Minister of Economics D.N. Krutoy a Memorandum of Understanding was signed between the Ministry of Economics of the Republic of Belarus and the Ministry of Trade and Industry of the Republic of Singapore.

Inter-parliamentary cooperation is developing. In February 2013, the National Assembly of the Republic of Belarus created working groups for cooperation with the ASEAN and the Parliament of the Republic of Singapore. In April 2017, the Singapore Parliament formed the Singapore-Belarus Parliamentary Friendship Group as part of the Singapore-Europe Regional Parliamentary Group.

On April 25–28, 2013 was a visit of the parliamentary delegation led by the Speaker of the Parliament of the Republic of Singapore Halimo Jacob to the Republic of Belarus (since September 14, 2017 - President of the Republic of Singapore). In September 2018, within the framework of the participation of the delegation of the Belarusian National Assembly in the 39th General Assembly of the ASEAN Inter-Parliamentary Assembly (IPA) in the Republic of Singapore, a meeting was held between the deputy chairman of the Permanent Commission of the House of Representatives of the National Assembly of the Republic of Belarus on Foreign Affairs D. Shevtsov with Singapore Parliament Speaker Tan Chuan Jin and Singapore President H. Jacob.

Cooperation between Belarus and Singapore within the framework of international organizations is constructive. The parties successfully cooperate on the issue of supporting candidatures for the elected bodies of organizations of the UN system. Singapore is a member of the Belarus-initiated Group of Friends United in Combating Human Trafficking.

There are agreements between the Republic of Belarus and the Republic of Singapore on facilitating the implementation and mutual protection of investments, on avoiding double taxation, on visa-free travel for holders of diplomatic and service passports. Memoranda of cooperation between the BelCCI and the Singapore Business Federation and the International Chamber of Commerce of Singapore were signed, moreover, there are agreements on mutual understanding between the Belarusian State University of Informatics and Radio Electronics and the Engineering College of the Nanyang Technological University of the Republic of Singapore, between the Ministry of Economics of the Republic of Belarus and the Ministry of Trade and Industry of the Republic of Singapore, agreements in the field of law.

Work is underway on draft agreements on cooperation in the field of education, on air services, and on the mutual abolition of visas.

On August 7, 2019, Minister of Justice of Belarus A. Slizhevsky visited Singapore to sign a Memorandum of Understanding on cooperation between the Ministry of Justice of Belarus and the Ministry of Law of Singapore.

Within the framework of the meeting of the Supreme Eurasian Economic Council on October 1, 2019, the first agreements from the package of a comprehensive trade deal on the establishment of an FTA between the countries of the Eurasian Economic Union (EAEU) and the Republic of Singapore were signed. 

A promising area of Belarusian-Singaporean cooperation is the field of science and technology. Contacts were established between the National University of Singapore and the GNU Institute of Physics named aftere B.I. Stepanov of the National Academy of Sciences of Belarus. Within the framework of the current Memorandum of Understanding, the NAS of Belarus maintains contacts with IPI Singapore, a non-profit public organization to assist Singapore enterprises and companies in finding and acquiring technologies to increase their innovative potential.

Belarusian State University of IT and Radio Electronics has established contacts with Nanyang Technological University in Singapore. Between universities, an exchange of graduate students and teaching staff is carried out, joint publications are published.

In 2016-2017 groups of five Belarusian young scientists took part in the annual Global Summit of Young Scientists in Singapore.

Specialists from the Republic of Belarus (5-10 people annually) participate in continuing education courses as part of the Singapore Cooperation Program.

In 2019, the growth rate of Belarusian exports to Singapore amounted to 134.0%. Commodity structure of exports is largely diversified and is characterized by a high level of high technology.

The main export position is petroleum products (delivered in the amount of 20.6 million US dollars, the growth rate compared to the same period in 2018 is 146.4%).

In the first quarter of 2020, trade between Belarus and Singapore amounted to 9.4 million US dollars (growth rate - 105.2%), including Belarusian exports - 6.4 million US dollars.

Export promotion is carried out by its own regional entities of the distribution network of BelAZ OJSC and Belshina OJSC established in Singapore.

In 2019, BelCCI Representative in the Republic of Singapore Director of HS Global Pte. Ltd. V.N. Savich ensured the supply of a pilot batch of butter at Milk World OJSC (23 tons in the amount of 0.1 million US dollars), work was underway to increase and diversify the export range of other food products (25 tons of milk whey and 19 tons of margarine were delivered).

A significant increase in the export of services was provided by the export of computer services, other business services, as well as transport services.

In 2019, 17.2 million US dollars of Singaporean investments were received in the Belarusian economy, including direct investments amounted to 16.1 million US dollars. The total accumulated investment from Singapore as of January 1, 2020 amounted to 47.1 million US dollars, of which 36.5 million US dollars - direct investment.

The volume of investments from Belarus to Singapore is 28.8 million US dollars (the entire volume is direct investment). The total accumulated investment in Singapore as of January 1, 2020 amounted to 21.4 million US dollars (the entire volume is direct investment).

In continuation of the agreements with the aim of developing investment cooperation with transnational transport and logistics companies, the Bremino Group LLC paid a visit to Singapore in 2019, and established cooperation with one of the world's leading logistics operators, Changi Airports International.

The Belshina Trading House took part in the 13th International Tire Industry Exhibition TyreExpo Asia-2019 in Singapore.

On December 11, 2019, Ambassador V. Kolesnik participated in the Belarusian-Asian Investment Forum Belarus Coming for Asia in Hong Kong, and, with the assistance of the Embassy, ​​the representative of the BelCCI in Singapore, and Singapore's business community.
